DHS PACTS - Overview


DHS PACTS is a $1.5 billion, multiple-award, IDIQ set-aside for SDVOSBs, designed to be a primary mechanism for Program Management, Administrative, Clerical, and Technical Services procurement within the Department of Homeland Security.

The PACTS program provides DHS four key benefits:

Cost-Efficiency
By leveraging the cumulative buying power of DHS, PACTS creates economies of scale, while avoiding fees and reducing the overhead associated with non-DHS contracts, for maximum department-wide cost savings.

Time-Efficiency
PACTS reduces acquisition cycle time by providing a pool of qualified SDVOSB prime contractors and subcontractors, thereby eliminating the delays associated with conducting market research for selection of qualified SDVOSBs for professional services.

Quality
DHS carefully evaluated the PACTS SDVOSB awardees, thereby establishing a pool of responsible vendors with an understanding of the DHS mission and its challenges. Key selection criteria included the contractors' ability to deliver effective solutions, recruit and retain qualified personnel, and demonstrate relevant and recent past performance in the PACTS functional areas.
